Summary
VTA intends to award a Design-Build (“DB”) Contract for the Project. VTA will review and score the SOQs to determine which Respondents are best suited and qualified to successfully execute the design and construction of the Project. The shortlisted Respondents will be invited to submit proposals in response to VTA’s forthcoming Request for Proposals (“RFP”). Respondents that are not included on the Shortlist will not be allowed to submit proposals.
Each Respondent must submit an SOQ in accordance with the requirements specified herein by the deadline stipulated to be considered for inclusion on the Shortlist. The qualification process will be based on the criteria outlined in Section 6.0.
VTA intends to use the best-value contract award methodto select a Team pursuant to the RFP.
Contract Package 3 ("The Project") includes the Newhall Yard and Maintenance Facility ("NYMF"), mainline and yard track, contact rail, auxiliary buildings, site utilities and systems-related ducts and conduits, civil site restoration and demobilization, and the full construction of the at-grade Santa Clara Station along with a 550-space parking garage and required transit access facilities.
Background
The Santa Clara Valley Transportation Authority’s (“VTA”) BART Silicon Valley Extension Program (BSV Program) is the largest public infrastructure program ever constructed in Santa Clara County, California. The BART Silicon Valley (“BSV”) Extension Program includes the recently completed 10-mile, two station Berryessa Extension Project (“SVBX”) and the Phase II Extension Program (“BSVII Program”). The BSVII Program will extend Bay Area Rapid Transit (“BART”) service from the existing temporary end of the SVBX line adjacent to the Berryessa/North San José BART station through downtown San José, terminating in the City of Santa Clara.
The BSVII Program will be delivered through four separate major contracts consisting of Contract Package 1 (Systems), Contract Package 2 (Tunnel and Trackwork), Contract Package 3 (Newhall Yard and Maintenance Facility & Santa Clara Station), and Contract Package 4 (Stations). There will also be contracts associated with Transit Oriented Development that are anticipated to commence after the completion of this Project. This Request for Qualifications (“RFQ”) seeks to solicit Statements of Qualifications (“SOQ”) from those entities (“Respondents”) interested in contracting for the design and construction of all components of the Newhall Yard and Maintenance Facility & Santa Clara station required under Contract Package 3 (the “Project”). (See Public Contract Code Section 22164(b)).
