Summary
The City of Santa Monica is seeking proposals from electric vehicle service providers to install, operate and maintain public DC fast charging stations (DCFCs) on City-owned property to meet the rapidly growing demand for electric vehicle charging throughout Santa Monica. The goal of this RFP is to select one or more competitive providers that can successfully install and operate DCFCs and expand the number of EV charging stations throughout the City. As a result of this RFP, the City intends to enter into at least one agreement for DC fast charger deployment.
The proposed term is for a period not to exceed five (5) years, with additional options to extend subject to public benefits to justify an extension, including, but not limited to, installation of then current or improved EV charging technology or other improvements to promote EV charging in public space.
Background
The City of Santa Monica is situated in the western area of Los Angeles County and is bordered by the Pacific Ocean to the west, Santa Monica Mountains to the north, West Los Angeles to the east, and Venice to the south. The City is approximately 8 square miles and has a resident population of over 92,000, and an average daytime population of over 200,000.
The Santa Monica City Council adopted the Electric Vehicle Action Plan (“EV Action Plan”) on November 14, 2017, to develop new initiatives to facilitate electric vehicle adoption through policies, programs, projects and pilots. The EV Action Plan calls for the installation of a minimum of 10 public Level 3/DC fast charging stations by 2020. The EV Action Plan aims to increase the total number of charging stations (including both level 2 and level 3) to 300 by the end of 2020. The Plan includes a long-term goal of 1,000 chargers by 2025.
Currently, the City owns and operates more than 100 public Level 2 charging ports for electric vehicles. Three of these charging stations are located in the public right-of-way and the remainder are located in City-owned parking structures and City-owned surface parking lots.
Since 70% of Santa Monica residents live in multi-family buildings, the City is looking for ways to provide additional charging options for its residents, particularly those without access to home charging facilities. In addition, the City is looking for additional charging options in commercial and mixed-used areas to support greater EV penetration among carshare and ridehail services. As DC fast chargers can provide quick charging options for the growing number of Santa Monica EV drivers, proposals are sought for DC fast charging stations to be located throughout the City.
