    Understanding of the requirements of the project, and the overall approach to be followed and the tasks to be performed, including detailed steps and resources required and proposed project schedule.

    Ability to successfully translate past efforts or experiences into a data collection program in the Sacramento region.

  • 3. Cost

    Thoroughly defines costs for proposed solution (equipment, software, etc) as well as addresses programmatic costs (subscription services, data recovery, etc.), and identifies the ability to scale the purchase as other entities choose to participate.
