Scope of Work

The scope of this project is to provide an application or application platform for Addressing Authorities and Public Safety members within Sacramento County to manage Point and Range based addressing datasets. Historically the partners in Sacramento County have managed both a segment (range) dataset and address (point) dataset in separate custom application environments. The goal of this project is to use a vended solution to manage and maintain both the point and segment datasets in the same application environment. It is estimated there are 30 individuals in different roles managing these datasets today across the various agencies.

Because the co-operative is not starting from ground zero and have both a Centerline (ranged segments) and Address (points) datasets and management applications see Appendix I for application and data modeling requirements.

2. Major Project Objectives

  • A single application to manage Point and Range based addressing features.
  • Tools or Workflows for New Subdivision Inputs.
  • Support approvals for addressing authorities for approval/rejecting submissions & suggestions.
  • User Roles by dataset and by jurisdiction – Editor, Approver, AgencyAdmin.
  • Apply edits to multiple features when it makes sense.
  • Notifications to address authorities when submissions are pending approval.

Centerlines (Ranged Segments)

  • Convert or modify the existing Sacramento County Centerline (segments) dataset into the required format for the management application. Data is available on data.saccounty.net.
  • Application must support dual ranges for Centerline segments.
  • Centerline segments should validate using a number of segment based rules. (Overlaps adjacent segment, Gaps, Parity Errors, Actual outside of Exhaustive, Invalid Zeros).

Address (Points)

  • Convert or modify the existing Address (points) dataset into the required format for the management application. Data is available on data.saccounty.net.
  • Support Address to Centerline relationships (Many: One).
  • Support Address to Tax Parcel relationships (Many: Many).
  • Address records should have persistent global address_id and agency specific record id.
  • Address records should validate against the associated Street Centerline segment to make sure if falls within the range.
  • Address records should validate against itself with some basic rules: No Duplicates, Addresses with Secondary units must include an indicator.

Global / Application Functionality

  • Ability to add and manage custom fields to Address or Centerline datasets within the management application. (Ex: Number of Lanes, State of Address, Routable Status, Private/Public).
  • Ability for any Address Data Portal user to suggest a correction to both Centerlines or Addresses. This edit would then be in a queue for the Address Authority to approve/reject.
  • Ability for each jurisdiction/agency’s Addressing stewards to approve or reject any suggestions/submissions for Address or Centerline changes for that jurisdiction only.
  • Audit trails including history records for all submissions, rejections and approvals.
  • Application must support spatial overlays to be configured for applicable attributes (Zip Codes, Jurisdiction, Subdivision, Parcel).
  • Application should allow searching for records from Centerline or Address datasets using Record ID’s, Street Name, Street Number & Parcel Number.
  • Application should restrict approvals for Address Authorities using spatial layers, typically Jurisdictional boundaries.
  • Application should provide ability to enable alerts or notifications to address authorities for pending approvals.
  • Application should support custom roles for agency users (ie: Submitter, Approver, AgencyAdmin).
  • Application should support Centerline Nodes feature class (Points) – All endpoints of a segment shall contain a node feature. The existing nodes feature class has type of node attribute (Dangle, Psuedo, NONE). This attribute is used to derive Intersections and also filter when building routable networks.
  • Application should allow the user to select from registered custom or online base maps.
  • Application should contain typical zoom extents, zoom window and pan controls found in modern web mapping application.
  • The application should allow the app-admin to configure using custom web maps with local map services.
