    Hi There, Confirming that the DBE requirement is only for DBE firms certified in California? Also, if the proposing firm is in the process of acquiring DBE certification, does this meet the good faith requirement? Thanks.

    Please include your firms' DBE status as a DBE or non-DBE (CA or otherwise if applicable). The inclusion of the proposing firm's DBE current certification status/attempt would be reviewed & considered.

    Are you only interested in specific solutions on a per project / focus area basis or are you also interested to a holistic, master planning approach that would help identify all of the collective (macro) values of the individual projects combined, in tandem with each project itself?

    Please encompass your solution in a single proposal. The proposal can include specific solutions on a per challenge basis but can also address multiple challenges with a more general proposal. Please identify which challenges your solution addresses if your solution addresses more than one challenge.

    Do you anticipate the need for environmental compliance at this phase of the project(s) and as part of the pilot programs' scope of work? If so, do you anticipate that SACOG would be the CEQA lead agency or would that be the responsibility of the local agency?

    We do not anticipate that the pilot projects in the Civic Lab program would require environmental compliance through CEQA. In the event there is an environmental compliance need it would be the responsibility of the local agency.

    - Are we required to bring investment with us? - What is DLAE Funded? - Who is funding this project? - Are there budgets involved? - On the vendor questionnaire does the cost proposal include construction cost or simply consultants cost for planning and conceptual design?

    (1) Proposers are not required but are encouraged to bring investment in the form of monetary or in-kind contributions. An example of this would be in-kind staff time. (2) DLAE is the Division of Local Assistance funding provided by Caltrans (State of CA Dept of Transportation). (3) Potential funding for the Civic Lab projects would be identified by SACOG at a later date. (4) Please submit a cost proposal that reflects your proposed solutions and qualifications.

    Historical preservation is determined by individual project teams and projects that need to meet certain requirements would be communicated with the vendor after pre-qualification.

    We anticipate a combined approach where pre-qualified vendors and project teams would work together to bring in appropriate stakeholders. If a pre-qualified vendor has either identified or suggested businesses/partners/stakeholders it should be included in the submission.

    Yes. Sub-consultants for all & any part of the project would need to be declared in your 1) Consultant and Subcontractor Information, 2) Proposed Subcontractor Letters, 3) Proposed Disadvantaged Business Enterprise (DBE), & 4) Exhibit 10-O1 Consultant Proposal DBE Commitment of your proposal.
