The Sacramento Area Council of Governments (SACOG) is a voluntary association of governments. Member jurisdictions include: the County of Sacramento (including the cities of Citrus Heights, Elk Grove, Folsom, Galt, Isleton, Rancho Cordova and Sacramento); the County of Yolo (including the cities of Davis, West Sacramento, Winters, and Woodland); the County of Sutter (including the cities of Live Oak and Yuba City); the County of Yuba (including the cities of Marysville and Wheatland); Placer County (including the cities of Auburn, Colfax, Lincoln, Rocklin, Roseville and Town of Loomis) and El Dorado County (including the City of Placerville).

SACOG is the federally designated Metropolitan Planning Organization (MPO) for the Sacramento, Davis and Marysville/Yuba City urbanized areas. SACOG is also the State designated Regional Transportation Planning Agency (RTPA) for the counties of Sacramento, Yolo, Sutter and Yuba.

Through individual contacts and a Transit Coordinating Committee that meets bimonthly, SACOG regularly coordinates with the 13 public transit operators in the SACOG region: El Dorado Transit, Elk Grove Transit (e-tran), Folsom Stage Line, Paratransit, Inc., Sacramento Regional Transit District (SacRT), South County Transit (SCT/LINK), Auburn Transit, Placer County Transit, Roseville Transit, Davis Community Transit, Unitrans, Yolo County Transportation District (YCTD), and Yuba-Sutter Transit. Only SacRT operates light rail and bus service. All of the others offer only fixed route bus and/or Dial-a-Ride/paratransit services.

1. Summary

Through this RFQ, SACOG is seeking a consultant/team to analyze and recommend strategies for developing a more robust public transportation and mobility system in the SACOG region, given current disruptions and advances in technology. The framework strategy will be an element of a larger multi-modal vision for future transportation priorities in the region that emphasize cost-effective, or “lean”, transportation investments that are innovative and offer strong performance benefits.

The contract for the Next Generation Transit Strategy will be an agreement between SACOG and the consultant, with funding and contract administration to be provided by SACOG. The consultant will invoice SACOG for services rendered and SACOG will compensate the consultant for these services as set forth in the agreement.

Based on the transit challenges that are specific and unique to our six county region, we are seeking a consultant team that can help us articulate a vision for next generation transit and a roadmap to help us get there. The initial contract will cover the first phase of work. A subsequent contract amendment for the second phase of work will be considered by the board after the first phase deliverables are evaluated.

SACOG is looking for three main deliverables:

Phase One ($30,000):

1. Analysis of Future Trends, Challenges and Opportunities that Will Impact Public Transit

2. Regional Vision Statement, Definition, and Strategy for Next Generation Transit

Phase Two (up to $70,000):

3. Recommended Regional Strategies for Specific Focus Areas

Request for Qualifications

SACOG has chosen to release an RFQ rather than a Request for Proposals (RFP) because of an interest in an iterative process to develop the final project scope. We are looking for a consultant or consultant team with extensive knowledge and experience in analyzing a broad range of transit topics, who can work with us to refine a final scope to provide a strong vision and set of strategies for the region within the project budget.


SACOG seeks a creative, thoughtful, innovative consultant or consultant team that includes key staff who are committed to the project, and can demonstrate substantial skills, knowledge, and experience in a broad range of transit topic areas including:

• Analyzing transit financial and productivity data

• Working on integrated service design concepts at a regional scale

• Developing strategies for effective and innovative public transportation services, including partnerships with emerging shared mobility providers

• Developing transit strategies for new and emerging technologies (eg. autonomous vehicles, integrated fare payment)

• Assessing transit governance, fiscal, and operating models, especially as they relate to California

Sacramento Area Council of Governments (SACOG) will respond to questions it considers appropriate and of interest to all Applicants, but reserves the right, in its discretion, not to respond to any question. Responses will be posted on the SACOG website at Responses posted on the SACOG website become part of the RFQ upon posting. SACOG reserves the right, in its discretion, to revise responses to questions after posting, by posting the modified response.

No oral response to any Applicant question by any SACOG employee or agent shall be binding on SACOG or in any way considered to be a commitment by SACOG.

These dates are estimates only and SACOG reserves the right, in its sole discretion, to change this schedule. Notice of changes in any meeting date/time or location, the due date for Applicant questions, and the date for SOQ submission will be posted and updated on SACOG's website at The other dates/times listed may be changed without notice to prospective Applicants.

The contractor's completion date for Phase One Project Work is anticipated for June 30, 2019.

The contractor's completion date for Phase Two Project Work is anticipated for November 10, 2019.

The contractor's Final Invoice Submission is anticipated for November 25, 2019.
