Purchasing Solutions Alliance (PSA), is a nationwide non-profit cooperative purchasing program of the Brazos Valley Council of Governments (BVCOG).
PSA offers vendors the potential for significant sales value. This value is facilitated by PSA when it issues an RFP, and makes a resulting contract with the winning vendor(s). The contact can then be used by any of the hundreds of PSA members, which are government and/or non-profit organizations. These members include, but are not limited to, school districts, institutions of higher education, non-profit 501c(3) organizations, local government agencies and certain state agencies. This saves time, money and effort for both vendors and PSA members, creating considerable cost savings.
We believe a PSA contract would enhance your competitive position in the government marketplace, and we are eager to work with you to promote the best interests of our participating local governments and qualifying non-profit organizations.
PSA is soliciting proposals from experienced and qualified vendors to provide automotive parts and services to PSA Members and/or prospective Members.
The PSA Cooperative Purchasing Program was established to provide purchasing services to local governments in the State of Texas. In addition, Texas Government Code (Title 7, Chapters 771 and 791) establishes the authority for PSA to provide purchasing services to local governments in other states as well. With that authority, PSA wishes to make contracted products and/or services available to out-of-state local governments, state agencies, political subdivisions, districts, and non-profit agencies. These agencies become Members of PSA by executing an Interlocal Purchasing Agreement, which is free of cost and imposes no minimum spending requirements. Visit www.psabuy.org and click on the membership tab in the main menu to view and/or download a list of PSA member agencies.
This contract will enable the agencies to purchase on an “as needed” basis from a competitively awarded contract with high-performance vendors. It is the intent of this solicitation that other governmental organizations and agencies throughout the continental United States may purchase identical items at the same unit pricing and with the same general terms and conditions, subject to the applicable state and federal laws.
If the market structure in which Contractor operates requires a contract assignment for such out-of-state sales, PSA will allow Contractor to assign the contract to a Manufacturer or to another Dealer(s). Such assignment must be approved by PSA.
The sole Point of Contact (POC) for purposes of this RFP prior to the award of any contract is listed below.
Contact with any other PSA employee or official is prohibited without prior written consent from the POC of this RFP. Failure to observe this requirement may be grounds for rejection of the proposal.
