Summary
The City of New Smyrna Beach (herein after, “City”) has issued this Request for Proposals (hereinafter, “RFP”) for 07-22-CRA, Development of Aviation Properties at New Smyrna Beach Municipal Airport ("EVB"), (see Appendix A . This solicitation shall be in accordance with Florida Statutes and must comply with Florida Statute 163.380(3)(a) as the subject properties are located within a community redevelopment area.
The purpose of the RFP is to solicit competitive sealed proposals from individual aviation, aerospace, or other commercial aviation ventures that require airfield access during its business functions. A long term ground lease agreement with the City of New Smyrna Beach, Florida, includes the development of approximately seven (7) acres of undeveloped airside and landside property located adjacent to Taxiway E and in the near proximity of the intersection of E and Runway 11/29 within the Southeast quadrant of the airport as shown on the attached location maps. Including access to nearly 1,500 feet of Taxiway E Flightline Frontage.
The City’s objective is to attract a high quality, financially stable, long term tenant whose successful proposal creates an aesthetically attractive and pleasing enterprise. The successful proposer will contribute to the economic development and area employment as well as being fully compatible with overall development and operational activity of the City of New Smyrna Beach Airport (“Airport”, “EVB”).
The ideal candidate must demonstrate aeronautical use by way of contributing to the annual runway operations count, and annual sale of aviation fuels. Their experience in aviation development shall compliment the Airport. In addition, they will demonstrate an understanding and a history of creating and executing plans that yield sustainable financial and economic benefit.
The long term ground lease proposals being requested by this RFP shall provide for the successful proposer to design, permit, construct, operate, and maintain a high quality aviation or aerospace commercial enterprise within the Airport’s current Industrial zoning classification.
As is more fully explained in this RFP, an award, if made, shall be made to the best overall proposer(s) whose proposal is most advantageous to the City, taking into consideration the evaluation factors set forth in this RFP. The City shall not use any other factors or criteria in the evaluation of the proposals received.
Background
The City serves an area of 41.6 square miles in size and serves a population of approximately 30,962. It is located off Florida’s East Coast, in the County of Volusia, just north of Cape Canaveral with easy access to both Interstate 95 and Interstate 4. The City’s fiscal year begins on October 1st and ends on September 30th.
The City was created in 1887 by the adoption of its first charter, which was replaced through Chapter 224.08, Special Acts of Florida, 1943, and subsequently amended, with the most recent update taking effect January 1, 2021.
The legislative branch of the City is composed of an elected five-member City Commission consisting of the Mayor and four commissioners. The City Commission is governed by the City Charter and by state and local laws and regulations. The City Commission is responsible for the establishment and adoption of policy. The execution of such policy is the responsibility of the Commission-appointed City Manager.
